Не президент кинохронику озвучивал... Но послушал сейчас внимательнее - да, данный образец очень похож на словацкий акцент в украинском, так что скорее всего словацкий, не польский.

На украинском, но с сильнейшим польским акцентом. Впрочем, выше в комментариях говорят, что я ошибаюсь. Сейчас уточню.
